Most victims of Tasers are unarmed, and guilty of only a minor offense. Many are incapacitated for a variety of reasons, unable to behave in a rational manner. 

 Jesus Christ, if he were walking the earth today, could be a potential victim. However enlightened, Jesus Christ could be deemed useful by some cops, if only for target practice.
